Individual Taxpayer Identification Numbers (ITINs)
The IRS will issue you an ITIN if you need to file a tax return but are not eligible for a social security number (SSN).
Who needs an ITIN? Usually it is:
Graduate students with a fellowship
Student athletes with a full scholarship (tuition, room, and board)
Spouses and children on a -2 visa when they and their primary visa holder become resident aliens.
What is the process to apply for an ITIN?

Meet to complete application forms and make certified copies of some source documents
Submit materials to the IRS
